Hand Drill applies Vulnerable 2 when you strip an enemy's Block. A returning event relic from the previous game, available through the Junk Pile event. Vulnerable reduces the target's damage by 25% (actually, raises damage taken to attackers), so breaking Block against a Block-using enemy auto-applies a defense debuff. Block-using enemies become common after the early game, so a well-timed pickup gives consistent returns. Against enemies that never Block it is dead weight, and a meaningful number of fights do not trigger it at all.
