All enemies starting Vulnerable means the first 2 turns deal 1.5x damage, massively skewing the opening. Mob fights often end inside 2 turns, so it practically functions as a per-combat 1.5x damage relic. Even in Boss fights the opening damage spike matters and lifts your damage during setup.
