Parrying Shield deals 6 damage to an enemy at end of turn if you have 10+ Block. The 10-Block condition is easy to hit with a couple of Defends, but 6 damage back is far too small a reward. It contributes a little in Act 1 trash fights, but by late-Act and boss fights 6 damage is a rounding error. Defense-heavy decks trigger it every turn, but even with that, the accumulated damage is not enough to swing fights.
