A Regent-exclusive Rare potion. Getting 3 upgraded Colorless cards in hand sounds strong at first glance, since the Colorless pool includes standouts like Apotheosis and Secret Weapon, and a trio of upgraded versions is not bad at all.

It lands at D tier because of randomness and Energy constraints. The 3 cards each roll independently, so if all three are high-cost, you can't actually play them all. There's no cost reduction — you pay full Energy, so you risk ending the turn with 0 of them played.

The Regent-only restriction doesn't come with the reliability you'd expect, and other Rare potions are more dependable. That said, the upside is real, and decks with plentiful Energy generation can still exploit it.
